Aloha and Happy Monday! I hope that you had a wonderful weekend.

This week's Staff Brief is focused on a topic that I introduced to you last week — Program Reviews. Last week I brought together several leaders from across the state department to begin the discussion of our Special Education and English Language Learner Services review process. We kicked off this work by reviewing summative data, generating questions and formalizing a Program Review Process. Noted below is the five-step process that we will engage in this school year to ensure a focused and thorough review that will lead to program enhancement recommendations. If you are a special education teacher or administrator, or an ELL/TESOL teacher or administrator, we will be seeking volunteers to serve on the Steering Committee, Work Teams, or Best Practice/Model Classrooms review. More information will be shared over the next few weeks.

PROGRAM REVIEW PROCESS — PURPOSE: Program Reviews are a necessary part of multi-faceted organizations that aim to ensure continuity in high standards of program and service delivery. Thus, HIDOE will annually engage in two program reviews, rotating through various major educational services, utilizing a comprehensive data review process. During the 2017-18 school year, HIDOE will conduct program reviews of Special Education Services and English Learner Services. These reviews will take approximately six months and culminate in a report with specific recommendations to improve program performance for our students.

Fwd: Celebrating After-School All-Stars, Pukalani El


Aloha HIDOE Team!

I hope that you had a restful long weekend. Over the weekend, I attended the 28th Annual After-School All-Stars Dinner and Program to benefit our 2,000 middle school youth who participate in an array of positive and supportive after-school activities. If you are not aware of the All-Stars Program that we run for middle school students or are interested in volunteering, reach out to Marlene Zeug or Camille Masutomi. Our students performed and assisted in hosting the event for an audience of business, industry and government leaders. What a great program! (For a little down time, I also enjoyed the Slack Key Festival on Sunday!)

Pukalani Elementary School

I am a little slow getting my brief to you because I spent Monday morning in Maui visiting Pukalani Elementary School led by Principal Dimino. Pukalani is a Leader in Me School, a school design model based on Stephen Covey's Seven Habits of Highly Effective People. The model is structured around the belief that all students can be leaders, and embeds leadership concepts, skills and applications within instructional models and classroom design. Beginning this school year, Pukalani's teachers will also begin the work of overlaying a project-based instructional approach, which aligns with their student empowerment model. Keep up the great work, Pukalani El!

Program Reviews

Beginning this week, the HIDOE state level staff will begin to organize a program review process for the areas of Special Education Services and English Language Learner Services. This deep-dive into our program design, data and practices will culminate in the spring of 2018 with a set of program improvement recommendations. We are just beginning the program review design process, and within a few weeks I will impanel two Steering Committees to oversee this work and form sub-committees to include site-based leaders and teachers. I look forward to conducting this important work together and learning from this process. Our goal is to ensure that we have a comprehensive program of supports for our Special Education and ELL learners.

Stay Connected

One way in which I keep the community informed about current happenings is via my Twitter account. Follow me today @HIDOE808_DrK and join me in sharing the great stories of success at our schools and state.

School Visits

My school visits last week with CAS Rodney Luke provided a great opportunity for me to see our vision in action. Pearl City High and Waipahu High are both using wall-to-wall academies as their School Design, providing opportunities for students in aquaponics, culinary arts, business, and health industries, among others. At Waiau Elementary I learned about their approach to Student Voice as they shared their recently published student-created story book in the Hawaiian language. Let's get the word out about the great work happening in our public school system!

My next school visits are with CAS Donna Lum Kagawa to Farrington High and to the Hawaii School for the Deaf and the Blind.

What Was the Buzz Over the Weekend?

At the annual Mele & Hula at Lanikuhonua at the Ko Olina Resort in Kapolei, CAS Ann Mahi and CAS Heidi Armstrong along with 10 of their school principals received a donation for their schools of $250,000 by the James and Abigail Campbell Family Foundation. (View tweet from the event.) This is a wonderful demonstration of community support for our great public schools. Mahalo for your generosity and partnership! I am very proud of our Campbell High School Culinary Arts students who provided the dinner at the VIP tent — great job!

Fwd: Welcome to the new school year!


Welcome to the new school year!

Mahalo for your aloha welcome to the Hawai'i State Department of Education. Last week, I began my Superintendency and had the opportunity to meet many of you at the meet and greet coordinated by Claudia, Janet and Gail. Over the next few months we will have multiple opportunities to get to know each other.

As I listened to all of the great work that you do you every day for the department on behalf of Hawai'i's children and youth, I thought about the idea of having a way to communicate with you regularly. Therefore, on a weekly basis, I will send you a staff brief that will allow me to communicate with you directly about some of the things that I am engaged with or thinking about. This is meant to be informal, but also can serve as an opportunity for you to stop me in the hallways to chat with me about these topics. I am looking forward to working with you this year as we work as a team to ensure that all students graduate on time, and are prepared for their college and career aspirations.

Start of School

Today we begin our 2017-18 school year. I will dedicate some time this week to visit several schools to meet and greet our students, parents, teachers and school-based staff.

School Visits

During the next few months I will be visiting schools within each Complex Area. My goal is to:
  • Learn about our diverse school system
  • Talk with students in class about their studies
  • Talk with teachers and their principals about what is happening at their school
  • Meet with Complex Area Superintendents about the successes and needs of their schools
During these visits, I hope to connect with local leaders and to hold several community forums.

Office Visits

Similar to school visits, I will also organize office visits with each of your teams. This will be an opportunity for me to meet each of you and to learn about the scope of work that your office leads.

Walk and Talk

I want to encourage you to introduce yourself to me in the hallway as I walk around. Every leader has his or her own style of leading, and one nuance particular to my style is that I enjoy what I often call "walk and talks." Basically, this is when I take a break from my many meetings to casually walk around to say hello.

Key Department Vacancies

We have several key vacancies in state and district offices and we are working as quickly as possible to fill them. I want to be sure that I hire leaders that complement the incredible talent that I already have in the department, therefore, while I want to fill positions quickly, I will also take my time to find the right people. The positions I am directly working on include:
  • Deputy Superintendent
  • Chief Technology Officer
  • Assistant Superintendent of Strategy, Innovation, and Performance
  • Chief of Staff
  • Complex Area Superintendent – Maui
Christine Shaw is also overseeing some critical hires at the Director level in information technology.

Our Shared Vision for 2017-18

By now you have read the Superintendent's Education Update - August Edition. You will note that there are three areas that we will focus on for the 2017-18 school year. These include:
  • Being intentional about school design
  • Engaging student voice
  • Creating a system of teacher collaboration
Your office leader will be discussing this vision with you, and engaging you in a dialogue about how your work contributes to this collective vision for student and school success.

ESSA Plan – Final Revisions and Submission

Please note that we have a near-final draft of our ESSA Plan to submit to the federal Department of Education. My goal is to have a final discussion and review with the Board on September 5 at the Student Achievement Committee (SAC). I thank everyone for your input into this important planning document.
